Any idea what this might be

Been an awfully wet season with lots of complications between, broken branches, split stalks, Japanese beetle infestation and now this..what is it and what should I treat it with?
Tried Procidic, baking soda and a fungicide without any luck .IMG_4706.png

If that isn't caused by some sort of bugs feeding from the underside then it's a fungus of some type. I'd use some dilute potassium silicate product and make sure to soak the undersides of the leaves good. Add a few drops per litre of Blue Dawn dish soap to help it stick evenly.

Thanks OMU, I applied additional procidic and fungicide with my atomizer this afternoon!
