don't wast your time on apollos. they drive their leds to the max 700mA. So they don't last. Lower quality leds.

get either an Area 51 or a hans led. they both use cree ( top of the line leds). Hans also has osram deep red 660nm 's. (best 660nm led). Both companes drive their leds softer.

It all depends on IF...
LED efficiency is based on its junction temperature.
IF they have a good cooling system, 700mA is not a problem. IF they do not have a good thermal management, even runs the LEDs at 200mA, the temperature will be increased and then finally causes low efficacy. A 3W red is run at 2.4V DC, IF we want a full wattage 3W, we have to run it at 1250mA. So 700mA is only 60% of its total capacity.
Another interesting point is that you even have not kept neither a Hans panel nor an Area51 panel in your own grow tent, why are you trying to persuade the other growers to take them; and you have got good results under the Apollo LED grow lights in your own growth, why are you turning against to it?
By the way, Hans panel is good for a 2x2 ft growth area, and the area 51 is good for a larger area, say 2x3 or 2.5x3.5 ft.

My Apollo had 2 clusters die just after a year. I had a 10. The others have better quality leds, better warranty. And run far less watts with higher par for same coverage. Or go induction.
