Before I go in too far..

This is my first grow, and I have a few things I already have to grow. I was hoping someone could verify that this will be good enough to be able to grow for two to three weeks in veg - THEN trans outside somewhere.

I have:
1 Sylvania 300W (120V) Bulb (5900 Lumens)
A 6lb bag of Burpee Eco-Friendly Organic Starting Mix (Total Nitrogen= .06%, .06% Water Insoluble Nitrogen, .03% available Phosphate, .03% Soluble Potash [K20])
A spray bottle of Garden Safe All Purpose Insecticide
& two small fans for air circulation.

My situation is that I must be able to grow a plant big enough to survive outside conditions (Central US Climate), and I need it to be low budget as well as secretive - as I will be starting them indoors.

I have about 20 seeds germing, I hope to have at least 5 successful plants.

Any pros out there want to tell me anything I am lacking??
Remember, low-budget. ;)

you should not be spraying a 3 week old sprout with insecticides first of all. even a larger plant im not a fan of using chemical insect killers on. your guna put that ish in your body remember. get some neem oil and or asamax. don't use it till the strong enough to handle it. three weeks isn't ideal before putting out doors unless your going to be very tentative to the plants and it sounds like you will not.
why is secrecy an issue?

Where could I get neem oil/asamax?
Secrecy is an issue because I am in an apartment with someone who wouldn't approve. However, he normally keeps to himself and out of my shit.

Do you recommend getting rid of the Insecticide?
What would you recommend as a replacement?

Also, what would you recommend for nutrients? I either had a big problem or really bad nute deficiency last year - or both.
Had two plants make it two weeks, then they just withered away.

I'd really like to get this right, and I appreciate the feedback!
One more thing, when would it be ideal to trans outside? 4-5 weeks?..

btw - when I do move outside, I plan on checking on them once-twice every other day. Possibly even more frequently.

Dont use insecticide. GROW ORGANIK. You can buy some neem oil at any sprouts/Henrys or store where they have a plentiful vitamin/supplement section. Neem oil works awesome, my experiences anyway. Kills bugs and eggs naturally and no harm to your plants. Buy a big spray bottle dropper full of neem oil and maybe a qrtr tspn or less of dish soap just to attach to the neem. Then spray the bottom of leaves, every three days for 2 weeks if bugs are present. If no sign of bugs spray every two weeks for prevention. Veg stage only.
