Mulching is good, but an important point to remember when watering outdoor plants is to encourage deep root growth by timing the waterings better. That means, "As thoroughly as possible, as INfrequently as possible". If we try to get a high energy plant like cannabis to adapt to a regular watering schedule, we're going to give it too little water in about a week, unless we can learn to increase our water application along with the plants needs, which may actually double each week during fast growth. Each watering should provide enough water to completely wet the root area plus enough of the surrounding soil that the roots have to grow into that new soil to reach more water when they use up what's in their vicinity. Any less will not encourage new root growth. Too much more will leach out nutrients. To estimate the amount, look at the top part of the plant and imagine the rootball as being roughly the same size.
