well im on a tight budget lol, is it possible to bloom with 2 23(100 w) cfl bulbs on one plant?

Its possible but your not gona be getting alot of bud

well what should i use other than a hps light?
A shitload of CFLs will work well, but you will get less weed per watt of electricity used, compared to HPS.
Your light wattage should usually be decided based on the size of your grow space.

If you have to use 23w cfls then you need at least six of them, of which 4 should be 2700k and the other 2 6500k. And get them in close, like 2 inches from foliage.

dude i have 3 23w = 100 w CFLS and grow buds just like an HPS now granite i dont grow a lot of plants with those if its only one plant u can do just fine i produced over an ounce of thick good buds with my 3 cfls look at my plant going now only on day 23

Possible, sure, desirable not so much.
Plants have a hard enuf time making tight buds with cfls to begin with, only 2 bulbs aren't going to produce alot, unless we are talking a small plant here.
This plant didnt get much for veg could have even been in the dark a week it was hidden behind shit a while, but it flowered so i put it in with my others, it gets some of the light from all around and a cfl above it, yeah Im not gonna get tight heavy anything, thats gonna be a few grams and gone.
Cheap HPS from local hardware store would be more suited.
OR get 2 68w CFLs (or MORE)
I use over 80.

No, you had the EQUIVALENT of 300 watts of INCANDESCENT light. The equivalent wattage figure is meaningless for growing purposes.

i have 4 26 watt (100) watt 2700k cfls and 6 48 inch 40 watt 6500k flouros on 2 plants and they are doing pretty good lotsa buds
i cant wait untill i can build a real grow cabinet and do it right next time this first grow was just a test and it did great i might end up with a couple OZs this time.

23 just means 23, 100w is not the floro rating that was for incandescent blubs.
So you have 69W for your plant, not 300.
If it's a really small plant that many can do, but you still wanna get some leaf coverage.
Im a overkill with CFLs I live by you can have enuf, so I add more and more ever week.
I can't do the small stuff tho, they just dont have the yeild I can stay stoned on, I need to get several oz a plant not a few grams to half oz.
Yep, 100% positive. Your wattage with CFLS is your actual wattage.
