Use whatever fans you may have around already, even computer fans and etc. cheap timer $5 MG soil with nutes in it $3. Reflector for light $free (any piece of metal bent into a batwing.
If your MG soil runs out of nutes you may have to buy some shultz super bloom $5 (but whoa be careful, use a fraction of what the label says in pre nuted soil.
$68? Plus whatever used cabinet you may need to buy. Best cab for one 150w hps would be about 2sf of floor space. as in 1' deep and 2' wide and maybe 3' tall minimum but taller is totally good up to about 5' max unless you partition it off.
This can easily yield about 3-4oz and you may already have some things to use for this and could actually start vegging with only part of the stuff if you don't have enough cash at the moment..
