Mine are in 3 gallon buckets I was hoping I could finish them in 3 gal but not sure they are 4 feet. 4th week flowering.
Can I transplant during flowering?

you can try cutting out the bottom of the bucket and putting it atop of another one that's filled up about half way with soil.

Honestly, you could but in my experience & what iv'e been told.
The worst time to transplant is during flowering.
You don't want the plant stressing out to get used to the new home,

I just dont want them cramped. I transplanted them at 17 days, and only kept them in veg 24 days they are huge

try the bucket thing I said, but just use the same soil. I've read good things about it.

bell peppers has always sounded like a dirty name for me. "Like Hey there ladies, wanna taste of my Bell Peppers" which is followed by that quick up and down movement from the eyebrows.
