CFLS vs.LED

Just use LED for veg, and HPS for flowing.

68 watt 2700 k is good for flowering but for vegging you want some 6500k. I'm a cfl grower and I use a mixed spectrum of both 6500 and 2700 k for vegging and flowering.Wattage is important but so is the kelvin.
