I've lived in the deep South.
This is true, and so is driving while black.
Without strong police and judicial accountability, black resentment of law enforcement is often justifiable.
It is also true that black people often don't get the chance to take driver's ed courses due to poverty and thus inadequatelyfunded schools and therefore end up behind the 8 ball on the road.
