dense buds

usually the distance from the light source and what kind of feed you have in your environment. Its like asking why is someone fatter than someone else. Many factors to consider for this question.
 
yes but the CFL's can out number a HPS in terms of wattage, meaning they can have more in a certain space than a HPS, but the lumens will always stay the same.

for example. tried growing with t-5s. bud turned out kinda airy among other things. right now my ww has the densest buds i have ever grown. fuckin loving it. but its a focused 400w round reflector that only covers, well i use it with a max plant of 3x3. the light is a crazy 3in from the biggest bud. a dense ass one the size of a 1:48 scale car. about 3"Wx5" tall

Short answer: genetics, light intensity, and phosphorus uptake.

Indicas are usually denser than sativas. More light or more phosphorus will not push density past genetic potential, however lack of light intensity or lack of phosphorus uptake (for whatever reason) will prevent buds from reaching their density (and size) potential. Also, along the lines of light intensity, if something happens to your leaves (fungus, mold, bugs, frost, heat issues, PH issues, P issues, trimming, light burn, etc), buds will be less dense, 'cause leaves are the solar panels of bud production.

Alot of times it may be that the grower is harvesting too early and I am guilty of this also...I know the bud looks done at 8 weeks and thats what the breeder says but let it go a little longer and the buds will swell even more

genetics do play into it as well. in general indicas are more dense than sativas and sativa hybrids. got some hash plant that's hard as a rock, some sour sativa that's not airy but def much lighter than the other. if your buds are getting airy, not just fluffy, it is often a heat issue.
