I installed a dimmer for that same reason...Also why I chose the 2800B and not the A driver... ✌

Fans seem like more of a hassle. I like the passive heatsink route.

Advantages over COBs...
Not as hot
Higher lumens/watt
Nicer spread

He kind of blew off the QB questions I was interested in.

But he did say 300 watts wasn't enough for a 3x3. Which is not in synch with what the advice here has been.

My boards are barely warm to the touch at 50 watts each in my grow. Tuned to about 300 cfm the exhaust is overkill, which helps a lot. With airflow over the back of the panels you maybe could get away with 80 watts per board no heatsink without sacrificing longevity.

Until we have enough real world application to look at we only have theory for the most part based on COB tech. We may find that 15 par watts per sqft will rival a gavita. Time will tell.
