Dwc Sog?

So im thinking about a Perpetual Dwc Sog grow under a 400 watt hps. So if im going to have 4 stages in a roughly 3x3 room i would use 4 25 gallon totes. so my question is if im going to have 4 plants per square foot i'd have to put 9 plants 1 25 gallon tote, so is a 25 gallon tote big enough for 9 plants? I'd be putting clones into flower at about 2 inches?

I don't think that a 400 watt HPS can cover four 25 gallon totes bro

If it is 3 by 3 you might be alright but those outside plants are going to be real stretchy
