Let me put this in plain terms, this dude heard the sirens and refused to stop, it just so happens no one got hurt this time. I think that type of direct violation of a police order DESERVES pre-court justice. I think the officers should get a metal and this should happen more often when a***oles directly violate the law and put others at harm!

Let's think about this...
If they're running they already committed a pretty serious crime.
What incentive do they have for stopping?
As far as the cops response.
If they who are the guards of society are not above reproach then they are not worthy of the position. Any Guardian of society that slips below the standards society sets for behaving with integrity, sound judgment, and fails to adhere to the logical limits of their power should be lined up against a wall and executed for the protection of society, or fired on the spot with out chance of appeal.
Despite the fact that the son of a bitch probably deserved it, that doesn't give justification to the cops to "give it to him."
Because once again THEY ARE NOT OF THE JUDICIAL OR LEGISLATIVE BRANCH.
Of course, maybe my judgment is based on the fact that I've had an anal-retentive Pig beat the shit out of me for no reason other than he could, and thus have a distinct hatred for those that exceed the limits of their jobs.
There are of course good cops and bad cops, just as their are good people and bad people, however society has entrusted them with power, and if they can not handle that responsibility then they need to be stripped of it, and punished even more harshly than a normal citizen for their transgressions.
A society that does not require those that guard it to be beyond reproach will soon find themselves asking who will guard them from the guards.
A society that does not apply the law even more ruthlessly against government officials will find nothing but corruption and see their society rot from the inside out. To even permit the slightest existence of corruption is anathema to a Republican form of government, because unlike any other form of government a Republic is the one that can least withstand corruption with out losing its form, because unlike the others it is not a government of people, but a government by ideas.
A Oligarchy, Monarchy, or Tyranny will not lose its form if there is corruption.
Nor would a Democracy (except in the case of perhaps becoming more Oligarchic where certain groups have a louder voice in politics than others.)
However, for a Republic to permit corruption will lead it sliding from a Society ruled by Law to one ruled by Influence where judges permit their friends to violate the law and those that are sworn to uphold the law feel free to violate it at will, and overlook minor transgressions made by their friends.
At that point instead of being a Republic it will become an Oligarchy.
