Electric Shock

If your outlets are 120, and not 240, you'd want the 120v line connected in the ballast.

Perhaps a pro electrician can chime in and correct me if I'm wrong but I think that's the source of one of your problems. Second being pulling that much voltage through a light socket adapter
 
what outlet is the ballast connected to?

Perhaps I'm missing something.

ETA, Did I miss it being wired to a 240 line instead of the normal 120? I had seen the picture of it being hand wired. I'm certainly no pro, so excuse my ignorance. I've installed wiring before but it's been years
 
Make sure they are licensed electricians. A hard working honest electrician will not have the time or energy let alone need to steal from you.

Punk ass wanna be's with a little experience will be more likely to come up with the idea to rob you.

Ask local grow store who they recommend.

If your legit avoid CL and go with a mom n pop electrical contractor that will be bonded and insured.
 
Someones fucked with that ballast. Hose clamp is not factory. The capacitors not original. Likely someones old junker they were happy to be rid of.
