Very likely Portland Oregon. We have cheap power and homeless camping on the sidewalks.

I live in a small city and we get a few camped out but not like that, sad 
. It also gets pretty cold here on a daily basis come Dec. and hits -30 on occasion so it would be hard to live outdoors . Fuck I try to stay in except to get to the car lol.

I live in a small city and we get a few camped out but not like that, sad
They head out west because of our mild winters and all the places that give out free food. Plus the city lets them camp wherever they want and doesn't enforce the law.
