First closet grow...NEED help!!!

with my father visiting I havent had the chance to update....
I say 50% of the hairs have turned brown and she is on a pattern of mollases one day and tiger bloom two days later and so on, I was thinking an stopping nutes in a week or so, what do you guys think?

I started my first grow two weeks ago. i dropped the seeds in a planter that had soil in it already. i dont know if the soil had been used before. they sprouted in five days and i left them outdoors for about 7-8 days then found a good closet to put them in.
I have them under 1 13 watt cfl light. they seem to be growing very slowly. each of the three omly about an inch and a half tall. why are they growing so slow? please HELP!
