How long should I leave them in the cups before I transplant them into a bigger 1 gallon? (3 gallon on down the road..)
Well thanks dude!! makes me a proud dad..U know,..i try.."ahem" to bring them up right lmao lol, any rate, yeah I will hold off on watering... I have tried sprouting 30+ seeds lately and nothing..only few cracked open..bag seeds of course but man..i cant WAIT till the goods ones get here! shopping around for a few more as we speak...I'm not an expert or anything. But from what i know you should let it get a good root system in that cup, I'm using similar clear cups to you. I was going to wait until i could see a good amount of roots on the bottom.

I gotta say if i did not say it already, your little seedling look freaking nice lol.
And the droop may be water. I learned a little ignoring helps (This can be hard for a first time grower lol) . Let the roots stretch out and look for the water. Just water when the soil seems dryish. Use your best judgment.
EDIT EDIT, are there holes in the bottom so it can drain?

My setup is not as nice as yours honestly i'm jealous lol. I want to get a nice strain of some fem seeds but i don't really see a point with my ghetto setup.. Maybe if I move out of this stupid place, and get a more privet home i can get a better setup and grow some good stuff.
I've never tried a "name brand" strain before, and i want to bad XD I think the two i want to try the most are WW and purple haze.so your Purple widow sounds awesome to me.
Hey Steve, nice work. I don't think you will regret spending that extra money on a proper setup.
Just a heads up, I noticed that you made a filter out of a carbon pre-filter for an air conditioner or something. I made an identical filter to yours and have found that its only good for veg. For flowering I ended up buying a proper filter to cover the smell. The new filter, though it covered up the smell, restricted the air-flow considerably more than the homemade one causing heat issues. Then again, maybe your not that worried about the smell because you are venting into the attic.
