Ok, here are your options for soil and light. I just read all three pages to ensure nobody had said these things already.
#1. What you actually need is real gardening soil. There are shit brands of everything. Huffy bikes, terrible TV dinners, no name electronics, etc. MG is the shit brand of growers soil, you're working with the worst thing you can use. Soil dug out of a yard does better for people than MG. If your local gardening store has fox farms soil, i'd highly recommend their ocean forest blend. Otherwise goto any garden place and buy some pro-mix. With pro-mix you'll need nutes right away because the soil is neutral. Bad soil = weaker, less quantity, worse tasting weed. No way around it.
#2. Lighting. This is how much light you will need based on the size of your garden sir. You need MINIMUM 2,500-3,000 lumens per square foot. If your garden is 10 square feet you need 25,000-30,000 lumens of light from your CFLs. 2,500 is the bare minimum for healthy growth. I stress bare minimum. 4,000-6,000 LPSF is healthy. The sun does about 10-17k depending on your geographic location and the atmospheric light diffusion. To get this number take the length of your garden and multiply it by the width. Thats the square footage. Add up the combined lumens of your CFLs and divide by square footage. From the pictures I saw you have a good idea going already on how to set up the lights.
