General Newbie Questions

I recently germated so me bagseed i have been gathering for the past weeks. The germination process went along smoothly and I transplanted the seeds into 6, 5" pots. I put two in each pot and they all began sprouting and perking up in less than a day. It has been two days now and the biggest one is around 2-2.5 inches and seems to be doing really well. The rest still have seed caps on them and have not completely opened up while some have opened up but are still very small. I have them in a closet with a fan going. They are under a flourescent light along with two GE plant lights(which i know are not very good) One of the plant lights is 120 watts and the other is 65 watts....The flourescent im not sure about. I noticed that the top soil layer seems to dry up really quickly but when i stick my finger in the soil about 2-3 inches it seems to be moister but still a bit on the dry side. I generally stick my finger in the pots about 3 inches in two spots and put about a 1-1.5 shot glass worth of water. then i mist the plants and top of the soil. I do this two every pot about 2-3 times a day. I have them setup so they are getting 18 hours of light and 6 hours of darkness. As for ph im not sure so i guess i should get a ph tester. I lined the walls with mylar(which i heard was good) instead of painting the walls of my closet. The closet is prettu small. The size of a typical linen closet. Also the ge lights now are about 18 inches from the tops of the plants becuase they are very hot and the flourescent is about 3 inches.

If anyone can help me with the amount of information i have given them it would be great. Im not sure if this behavior is normal in the plants of what but any help would be great and any tips or things i should be doing differntly please let me know. Thanks alot
 
If those other bulbs are incandecent grow bulbs, i would scrap them, and buy some Compact Floro's. 42 watters, or the highest watt you can find, there is generally a bigger number on the package that pertains to the comparsion of a cfl to an incandescent bulb, make sure you keep that floro as close to the tops of the seedlings as you can for now, so they do not stretch, just make sure it doesnt burn. Floro's are generally no very hot and can touch your leafs for extended periods of time without burning them, the 42 watt compact floro's will if they touch, but can be kept within 1 inch without burning. if you have to water 2-3 times a day you need a bigger container. be sure they are dry all the way to the bottom, if you keep the top moist the roots will never go down to look for water, they will grow back upwards.
 
Do you know how much water(in ml or somethign) i should be giving these guys should be getting...I think it was drying out so much becuase the plant lights are so damn hot. and is it okay to have 2-3 seeds per potter or is this going to be a problem.
 
that will become a problem. those grow lights you spoke of arent too useful and create too much heat, i would definitly replace them.
