I would suggest vegging under that light you currently have them under. It's real cool. 14000k..
I don't think you got 'grow' lights per say.. Seemingly these spectrums are used in Aquatics...
Like a reef tank. Those bulbs will grow coral but you'd be better grabbing a balanced spectrum light for the cannabis.
Is there anyway for you to get a better full spectrum bulb/board?
I don't think I would even use the 6400k bulb. But if you do then yes wait for the one to recover a bit.

It probably won't speed up the healing proces but it would surely give more energy for the other healthy plants.

I was talking about those plants that @GrowingAbroad posted. Those were starving for more light.
I didn't know you were using CFL until now. Keep your expectations low. That's like the weakest light you can use. But yes it will grow weed.

I veg with cfl then flower with hps get about 2.5/3.5oz per plant ! Some times depending on how many I have il plug my MH in for a couple weeks before flipping

Which one do you mea exactly? If it's the GSC those had enough light trust me
1x2m 800watt hps, all other plant were'e totaly fine and yielded around 70 grams per plant for the auto's next to them and i had a lot of photo's next to them as well with the same resutls.
The genetic we're bad and therefore stretched like hell and never really produced any bud and Seedsman knew about it after and replaced my 6 GSC seeds with 15 seeds from another strain to make up for it
