also, schedule 4 is pretty low; schedule 1 is the highest, 5 the lowest.

Not for me :-). I thought you needed software hide your ISP… my bad. Guess I'm not THAT computer savvy, the inner workings and all the acronyms. Yes, yes, I am in Washington so I should know better. We are all so computer literate here.
 
even with a change of ip address there are still quite a few identifying factors .. not so much for mobile users

browsers on a pc will send a fair amount of information that can be used to match a user hiding behind a proxy
its not 100% but it can help identify who is hiding on what proxy
some folk have some pretty unique plug-ins and tool bars installed

using a different browser for your sock puppet name and disable java script while using your free public proxy
will totally remove any detectable similarities between the two users that could be detected by any website
