no one is checking everyones power bill to see jumps in the bill
if they do check it its because your already being investigated and that means that already know alot more than what your powerbill will tell them
i use a 250 and on 12 12 its like 10 bucks on 18 6 its like 15
400 would presumably almost double that
and thats as high as you want to get for just a small closet grow (which is what i presume your doing being in an apartment and all)

Unless you're growing a whole room worth of plants, I don't think the increase in your electricity will set any flags.
Also, AFAIK they don't really use those records to find people, they use that as extra evidence (circumstantial at that).
But then again, I'm a stoner, and usually I read when stoned, so take that as you'd like

You could run a 600 for sure without any problems. I would be worried about the smell I think if I was you. just my 2cents
I had my bill rise $400-500 after living there for 2 years.. nothing.

if your gunna start growin then leave your lights on and electronics prior to your grow. this way once you start you can turn off all those electronics and have your lights and fan take the place of all those electronics that were eatin up your power before

but what good would that do?
cops won't just call and be like "oh hey I was in the neighborhood and was wondering what you are doing that made your bill jump $300"
no, they raid your ass
