split it in half with a constructed wall. 2 250w lamps. one with an hps bulb and the other with an mh bulb. grow 4 small plants in 3 gallon pots. maybe 2-3 feet tall in flower. 12" in veg.

20 inches deep or wide? if its a wide shallow closet, then get a 250 watt hps, put one or two mother plants in one side, with room for a few clones under CFLs, and a small flowering room with extreme ventilation on the other.

if it is a narrow deep closet, make it a flowering room. grow your mothers and clones elsewhere, or maybe use autoflowers.

either way a closet that small will not be turning out poundage. go for small fast turnover plants, remember to save some space for drying!

?? with both a MH and HPS in a small closet he will have no room for plants with the lights ballasts, cooling fans and hoods. a single HPS and a few CFLs would be more realistic. if theres no window real close, i would drop the HID entirely and just grow under flourescents. like perhaps a 4 tube T5 for flowering and 2 2-tube T5s for clones and mothers.

the room is 6' tall. screw the ballast to the ceiling or the wall. same with any other equipment and fans. i wouldn't even worry about air cooled reflectors as they probably wouldn't fit. a bat wing or vertically hanging bulbs is fine. 150 and 250w hid lights basically give of very little heat. couple exhaust fans in the ceiling whould be fine. create passive intake into the rooms. fluros would be ok for the veg part but most 2' fluoros wouldn't even fit. he would have to make the veg toom bigger than the flower room. total waste.

If u wanna keep it simple just get a veg light, a t5 is what i use and u just hang it no more than 3 inch from your vegging plants. I use this from clone but when there gettin bigger an say 3 nodes high il switch to the mh. You could just use the hps for the end of your veg it works but just not aswel. Gives off a diferent spectrum of light to the mh lamps which are more suited for veg. Stil a hps will do the job through veg and right through flower. Apart from them lights a ballast a filter of some kind and your intake/outake your good to go. Youl figure out what works for you and the space you have. Its always hard for someone who has not seen it to give you the best advice.
