If you have that in your system and they do come looking it's circumstantial but that is a problem if you couple it with some consciousness of guilt type behavior and some other reasons they might look at you.

Processing time for action is three years and four days...Chill the fuck out. I got the same exact letter. Tossed it. That was 3 years ago and nothing happened.

You would be surprised at how the law works. It might not be the same in the US, but it wouldn't really surprise me if it was, but in the UK, once a letter is posted, it is legally deemed as delivered, there is no requirement for proof of delivery. Don't ask me why or how, doesn't appear to make sense, but this is from my father, and as one of the countries top lawyers for 40 years it's safe to say he knows exactly what he is talking about. Either way, should there be such legalities in the US, which as i say, wouldn't surprise me, it is not such a cut and dry issue. Best to research the law on the matter before making that assumption.My first thought is, was it registered or certified?
If not, ignore it.
IF, and I say IF, it happened to be a real letter, not a scam or something, it's up to the sender to prove the letter was received, not your problem to say "I never got it, don't know anything about what you're talking about".
