Illinois medical marijuana card wait time

After not getting the provisional download I just called 100 or so times and got through. In short if you applied before December 1 you are screwed and you have to wait for mail and there is no way, or they arent going to go through the steps to do so, that you can get the letter emailed or download from their site. Bullshit that they received my app at the end of October and people that applied in January are getting access first.

Ok I want some clarification on what the provisional access is. Is this only for opioids patients ? Is it for people who’ve applied online ? The medical cannibis patience that applied by mail, or online, do those people have to wait the full 90+ days?
I want to know who is getting access sooner and who has to wait.

I applied by mail, they received my application November 19th.

Not only for opioid patients. PA seems to be agnostic of the ailment.

Seeing lots of confusion. Let me try to clear a couple things up:

1) OAPP participants and mmj card applicants are in two separate programs. There are many similarities but there are important differences.

2) OAPP people who complete online registration can get same day access. MMJ card online applicants can get provisional access the next day.

3) OAPP people have to re-certify with their doctor every 90days. MMJ Card applicants who apply online and get provisional - the provisional is good for 90days or until the card arrives. If the card doesn't come in 90days, you get another provisional for 90days. You don't need a doctor to sign off on that. OAPP patient's don't get a permanent medical card. They just keep re-certifying every 90days for 90days at a time. OAPP patients are technically not medical cannabis card holders.

4)OAPP patients don't get caregivers. They also can't switch dispensaries until they re-certify at which point they can switch to a new dispensary for the next 90day period.

5) Both have the same limit on purchases (2.5oz every 14days). Both can purchase the same items at the dispensary.

Hope this helps clear up some confusion I am seeing in the comments?? Please be aware that this is all brand new and with anything, some kinks will need to be worked out.

I can only address going forward because they're making up the rules as they go for the pending applicants. The law says that provisional access applies to patients who have submitted an online application to participate in the MCPP. 410 ILCS 130/10(s-5). Therefore we know that provisional access is only for persons with qualifying conditions (not opioid patients), and is only promised to online applicants. It may be possible for mail applicants to get provisional, perhaps, if there is a way to associate an email address with their pending application, but it's not guaranteed or even known to work at this time. By the letter of the rules, mail applicants should expect the full wait time (whether its still 90+ days going forward, I cannot predict).

Even though the opioid program also gets prompt (immediate, in fact) access to dispensaries after submission of a completed application -- similar to provisional -- its technically not "provisional access" ... that's just how the approval process works for the OAPP.

So Really, with Illinois' Approach, they are saying F.U. to all the People who have been waiting the Longest? Can't this Shithole State do ANYTHING RIGHT?

As of this morning, Illinois is now providing access to medical cannabis for any Illinois resident over 21 years of age who either has an opioid prescription or has any condition for which a physician might prescribe an opioid. The first step is to get your doctor to submit your certification online. After the doctor has submitted your certification you can apply online. All applications are ONLINE only. You will need this for your online form. Please note that you the dispensary you chose on your online form will be your dispensary for the 90 day period.

Your registration is good for 90 days. If you continue to qualify you can get a renewal and you can start that renewal process 30 days before expiration. Renewals require a doctor visit. Each 90 day registration requires a $10 fee to the state.


PROVISIONAL MEDICAL CARD

This is for patients with one of the 41 debilitating conditions, not for those who are applying under the Opioid Alternative Pilot Program.

If you applied online for medical cannabis after December 1st, you will be able to return to the online portal starting this Saturday, log in and then hit the Provisional Registration link to be given an immediate temporary card number. Then stop by A Dispensary with that printout and an Illinois driver's license or state ID and you'll be able to purchase medical cannabis.
If you are applying under the medical cannabis program after February 1st, once you've completed the application you'll be able to hit that Provisional Registration link to get a temporary card emailed to you in 24 hours. You must have a unique email address for use by you only.
