just got new lights =) just need a few answers?? (red/blue LEDs)

hey every1 just got this new light i fowend online and its a blue/red LED light and it says u can grow and flower with this same light and its just as good as a 400w hps... so yer is it true????? any1 no?? thanks ppl....sorry about the spelling mega high hahah
