Light Rail & Cool tube setup

Okay, more details. I live on the eastside of the island of Hawaii. Commonly referred to as the 'Big Island' amongst friends & family. I live in the district of Puna,and being that Hawaii is a semi tropical climate. My side of the island is often wet, yet I live only minutes from the ocean causing yet one more change in climate.
To make a long story short a friend built two 8 x 8 rooms next to my house. Our first attempt at indoor growing failed misrably. We were both outdoor growers who thought we could grow inside on the wing. Boy were we in for a rude awakening! Anyway, to make a long story short we failed with ventilation aspect of the grow op. Basically we ran out of money.

So here I am again trying to finish this room,and just when I think I got it were I want to be an "blam", my fridge blows up! So there goes $1200.00 that I was planning on using in the room! But the show must go on! As I'm getting tired of helicopters flying over me constantly, causing unwanted stress! So because of money problems once again, I had to make some major cuts.

So this is what I have to work with for now:

1. one 6" Sun Tube(cool Tube)
2. one 600 watt Hortilux eye lamp
3. 600 watt Lumatek Ballast w/dimmer
4. 3.5 Light Rail
5. one 6" intake Fan
6. 25' of 6" ducting with four clamps
7. one 4" AC Axial Fan

Okay, I'm stuck gang and could rally use some advice now. I've mounted Light mover on a 2x 4 running across room. I the put in Exhaust ducting, and put a small hole in opposite side floor and added my little AC Axial fan for intake action, and now I'm stuck as to what to do next? Can I just hook up intake fan on left side right onto cool tube? I'm really lost as to what to do next...help ...anyone...please!?
