I have actually seen it and done it both ways and for me in the water works better. I also like the smaller bubbles from a stone over the bigger bubbles of the wand. I don't really want to get in an argument over it but there are lots of people who keep there stem in the water. And he can try it both ways as see which way works best for him.Actually Nick, I (and most others that I've seen) have the stems suspended above the water and getting saturated with the misting from the bursting bubbles - I'm sure that suspended in the water would probably work as well, but the rooting would be slower (not as much oxygen) and the stems would be more susceptible to fungal infections.
And BTW saying that it would root slower in the water over being out of the water may be the case for you but certainly isn't the case for me its actually the exact opposite
