need help with my new setup closet grow

hello i am new here and i will know my way step by step but now i need some help with my setup (uploading 2 pics)
Setup: 1) Closet 1m length 1.69m height 60 depth (drilled 2 holes , 1 is 100mm for exhaust and 2nd is 125mm for passive intake .
2) 400 watt sunmaster, cooltube .
3) for vegging i use 85 watt cfl
4) Inline fan 100mm 250cfm.

My Q is : I notice that my temps rising to 84 F even with the Inline fan on and RH is 30-40
how do i fix this problem?
i maybe thought to cut another 125mm hole and connect it to the other side of the cool tube so it will suck and exhaust air outside , but then how i will get fresh air inside? my budget is ran out for some new intake fan but if it will do big differnce so ill think about it but what you all think?

from my experience i know that you need much bigger intake hole so you can buy cheap intake fan or if you on budget look at this what i made for my intake
and the success in perfect air envoirment is to ventilate not just only the closet but the area where the closet is based.

If you don't mind me asking, what is the ambient temperature (room temperature) of your house? outside of that closet.

my room wheres the tent stands have 60F almost all the time so i have a ceramic heater heating up the tent inside on timer switching every 45 minutes.
i do have problems with high humidity but good fresh air intake and exaust plus ceramic heater do the trick.

Suggestions: I don't see any fans in the grow room. Circulate the air to keep it cool. I have two fans in my 2 X 3 grow in addition to the 4" inline exhaust fan going through my cool tube.

Cool air intake is 69 degrees grow closet is a constant 78 lights on. 400 W HPS/MH

My intake duct vent is 4"

My opinion is all u need is a bigger closet,not just for the temperature,but also for the space you gonna give to the plants when they are already flowering in case u keep them there.iv been on 1m x 60cm groom and thats something i would avoid,especially for 4 plants.

You need an exhaust fan and an intake fan. Keeping the tamps down in a small space is hard I had to go to T5 because a 400w HPS in my closet made the temp go up to 110 degrees in not time at all. Now I can keep my temps in the mid 80s which is fine.
 
With the 400hps on the temps reaches 84F without any fan inside only the Inline fan pushes hot air out side ,
my room temp now is 77F and inside the closet is 72 with Inline fan ON( now i, vegging with 85watt cfl so temps are cool but RH is 32-35 when air circulate the closet i tried every method there is for boost the RH but no luck maybe i'm thinking to buy cold humidfier (what do all think?)
