New To Growing Indoors Need advice on Ventilation control

I have a complete setup with a 600 hps digital balast with a hortilux . have incoming cold air from the basement via a bathroom fan mounted in the door. The setup is in a cold cellar. its 68"x68" by 76" high.It is fairly cool at this point and have heaters in it to keep it up to temp I have a few questions. (i have the room complete and am playing with temperatures and humidity and ventilation at this point)
1) Are halogen heaters (they throw light) bad for the night portion of the cycle (think i know the answer but i bought one a while ago and want to use it if possible)
2) I have the exhaust fan set on a thermostat set for 75 degrees but everyone is saying you need to vent the room every 3-5 minutes or so..... So the question is how do you set the fan to kick on and off every 3-5 minutes . Do you just pray the heat gets warm enough and your fan kicks on enough or is there a decently priced control you can get to control it both ways for cooling and exhaust?
So far the temperatures have been from 22-24 degrees celcius steady for 2 days now with the light on 20 hrs off 4 ( using auto flower ) i have a digital thermometer/hygrometer for home use to monitor conditions. Humidity is about 24% as i also have a dehumidifier running.
Sorry about the rambling I am just trying to get as much info out there as i can.

Most people run an exhaust fan sucking air through a carbon odor scrubber...running continuously. And then just passive intake. That keeps a negative pressure inside tent to contain odors.

They're saying to use an exhaust fan that moves enough air to exchange the air in the grow are/tent/cab 1x every 3 to 5 minutes aka one air exchange every 3 to 5 minutes.

Example...

3x3x6 tent

3x3x6= 54 cubic feet

54/3= 18 cubic feet per minute for one air exchange every 3 minutes

54/5= 10.8 cubic feet per minute for one air exchange per minute.

IMO you're best using an exhaust fan that exchanges the total volume of the grow 2x per minute

54x2= 108cfm

But,that's only for ventilation,not also cooling the light.The cfm rating also needs to be after all pressure losses caused by attaching ducting to the fan,carbon filter,bends in ducting,etc.

OK Gotcha so put a controller on the output fan to control the exhaust fan. Leave the other fan off or put that on my thermostat for when it gets too warm it kicks on to cool the lights and room. . I have a 4 inch fan straight shot out of the room.... So no no worries there.. should leave it fully on or reduce the speed?

Are you going to veg with HPS? Not saying it's bad but growers tend to choose cfls or MH for veg and HPS for flower

Heater is oil sealed heater... Replaced halogen a couple days ago... I bought a hortilux bulb with the wider spectrum so I can just use the hps the whole way. Asked local hydroponics store and he said that's the way to go if I don't want to swap lights for Flowering and veg

I used to use the enhanced spectrum EYE Hortilux HPS bulbs and they do fine for both growth periods - especially if your veg cycle is relatively short anyway (if veg is going into months in length, I'd reconsider). Considering the cost though, I'm not convinced that using 1 enhanced spectrum HPS that costs $100+ is a better way to go than using 1 middle-cost MH and 1 middle-cost HPS as far as results go. I'm still messing around with trying different bulbs in different price ranges.
