Clinton borrowed money from Social Security to pay down the debt, there was no surplus.

See for yourself.

The national debt and the budget are not synonymous things. If you want to say the national debt never declined, that's fair, but you cannot say there were no budget surpluses because that is factually wrong.

Clinton had no control over the fact that social security is limited to investing in government debt, and that's true of every other president as well. You make it sound like a conscious choice.
