Odd seedling situation

Hello everyone.. So I have run into.. Hopefully not a dilemma, but a potential problem of a sorce that is unkown and I need help tracking it down.
It's my second time around the block with my last grow coming out.. Not the best because I didn't take bug prevention. But fairly well in the quality of what I was able to salvage. Russet mites.
I have a set-up that has the potential to be great, but anyway back to the seedlings. So as I begin my second round with more knowledge, a better plan, and the same strains. I germinate and plant. I'm now about three weeks with 9 plants. White skunk and blue mystic. First of all they all seem behind schedual compared to how things started off last run. Second, 5 of them seem really happy and healthy.. Changing and showing new growth apparently. However three of them are stunted. 3 weeks in and the first set of true leaves are barley coming in and are very small. They have been this way for about 4 days now. No growth. While the others grow. The odd thing is that out of 6 white skunk and 3 blue mystic 2 of the blue mystic and 1 of the white skunk are showing these symptoms. So I wouldnt see why only a few are showing signs. Perhaps i'm just missing something completley obvious because i'm a begginer or maybe i'm over reacting. But compared to my last grow which started out fantastic all the way up till flower, something seems wrong. Please help :) thank you
 
I don't know why so many copies were made but thoes are three different plants that are 3 weeks in showing slow growth symptoms. The next upload will be the ones that are growing better.
 
In the second picture you can see the ones that are growing nicley and the ones that still look really under developed.. I'm just really confused why only a few are showing symptoms.

What are you using for grow medium? Could definitely be that the soil is too hot for such young plants, and maybe affecting plants based on strain and their tolerance to certain nutes. Second question, what type of light source are you using? If temps allow for it, I'd move your light closer to the tops of your plants. The second picture shows a lot of stretch in your plants as they seem to be searching for light. Also, if/when you transplant those I personally would recommend burying those stems up to your first set of leaves, the stem will then start to produce roots and should help with the overall plant stability.
 
I'm using some vermi crop organics.. Recomended at the hydro store for seedlings. There isn't any sign of burning or anything like that and I have given any nutes till the most recent water. ( I don't feed untill about 3 or 4 nodes in) The weird thing is that there is two strains white skunk and the blue mystic. Out of 6.. 1 of the white skunk is affected. And out of 3 mystic.. 2 of them are affected. The rest are fine and showing healthy growth. So if it were strain dependent wouldn't they all be affected? I have 4 20 watt flourescence lights on them at approx 3000 lumens each. Using the same set up as last run which went amazing untill flower so i'm not worried about light issues, they did grow a tad taller this time though but there not bad at all.. Stem is about 3 inch. I was planning on burying it a tad :) the only thing i'm starting to think it was is temps.. The first week maybe a bit into the second they ranged from 65-70 ish range. Not it's more stable and they are growing noticably faster but the other ones are still affected.
 
Your last large picture in post #3 shows distinct signs of overfeeding. Also, very dark green for a seedling. So this suggests nitrogen a little too high for them. Just my opinion, I don't work at a hydro store. lol
 
Are u using the same bulbs from last grow for a cfl grow 80w is not much at all and even less if u are using the same I don't use CFLs but I'm sure they only last one run
 
Do you think it's feeding?.. I still wouldn't see how though. They weren't feed at all untill 2 days ago with less than half low strength. And the other one of the same strain is growing again and growing nicley. I'm beggining to think it was the temps.. They got down to like 60-65 at nigjt for a while and now that temps are better they are showing more rapid growth. I had no idea temps actuall affected growth so much. And also I did get new bulbs.. And they're pulling 80 watts but putting out quite a bit of lumens. Like 11,000 or something so there is plently of light I grew them up to about almost a foot last run.
 
Do your research on your soil first those are still baby's you shouldn't be feeding nutes yet wait until 3rd node at least and trust me that's not much at least not for 8 plants there is a rule of thumb 100w for a plant and 50w for each additional and even that is pushing it to some extent with such low lighting you would be better off with less plants how many plants did u run on your first grow? Each plant is only get 10w and if your are still using the same cfls those lumens are now cut in half or less
 
i have 2 2100 lumen 2700k cfls in clamp light i use for seedlings and cuttings, both are around 8 to 12 inches away, clamped at slight angles so they cover both sides well. just personal experience, but bluer 5600k and higher lights seem too harsh, get some leaf edge burn from them at greater distance.
