Plant's leaves are curling on sides and slightly on tip.

Hello Everyone! The plant i have has been showing some signs of leaves curling on the sides and slightly on the tip. I'm not too sure if it's because the pH is off, nutrient problems, pests, or the Hard Water. How long has this problem been going on? About 2 weeks
What STRAIN are you growing? Not too sure
What was the establishing technique? (seed or clone?) seed
What is the age of your plants? One week into flowering
How long have they been in the soil mixture they are in now? Since they were germinated
Were they in the same mixture when they were seedlings/smaller plant? If not, what mixture were they in before? Yes
How Tall are the plants? 84 cm
What PHASE (seedling, vegetative or flower) are the plants in? Flowering
What size pots are you using? (Include how many subjects to pot) 32cm (wide) x 26 cm (high)
What brand Nutrient's are you using? Worm castings, liquid seaweed
How much of each nutrient are you using with how much water? *Knowing the brand is very helpful* Usually made compost tea during vegetative growth
How often are you feeding? About every other week or two weeks
If flowering, when did you switch over to using Bloom nutrients? Haven’t hit them with flowering fertilizer yet. Just started flowering
Is the grow substrate constantly wet or moist? Moist to dry
Is your water HARD or SOFT? HARD
What water are you using? Reverse Osmosis (RO)? Tap? Bottled? Well water? Distilled? Mineral Water? : Out of the sink
Are you using water from a water softener? NO
Has plant been recently pruned, cloned or pinched? No
Have any pest chemicals been used? If so what and when? Neem Oil, About two weeks ago. About to use it today
Are plant's infected with pest's? Yes, White Flies

Too much info give it to me straignt looks like maybe over watering maybe getting root rot does it take forever for your dirt to dry out this because the roots don't wanna suck it up~

It doesn't take forever for the dirt to dry out. The soil is usually quite dry before I give it another watering.

I have had this happen when plants with a small root mass are too close to the light. My biggest concern would be what looks like lots of tiny white dots on your leaves. It looks to me like you have spider mites but it's too hard to tell without a super close up macro shot of the leaves. Look under the leaves and see if there are any super tiny brownish black things on the undersides. If your soil or soilless medium has a decent amount of dampness to it I would back your light up about 12 inches and see if it doesn't clear up in the next couple days. Definitely inspect the undersides of your leaves for spider mites though.

I would also back off on your ppm's a little bit. You have some slight burning of the tips and a little bit of the claw effect happening it looks like.
