Damn that sucks dude. I'm sorry to hear it. I mean I'm probably not the best person to ask because I've only ever bought from https://www.nirvanashop.com/ but they give you real seeds and are good quality. The only other way I've got seeds is through friends and bags. I know lots of people buy from all kinds of american and canadian seed companies these days, I haven't yet.

The seeds grow and germinate well but didn’t bud at y’all just a bunch of leaves that look exactly like fan leaves

I’m using two 600w led lights ever since seedlings I have been giving them 13 hours on 11 off in fox farm soil

Can you perhaps post a picture of your plants and grow space? Also lets move you to 12/12 or 11/13 if NLD varieties.

I've never in my growing time ever encountered a plant that didn't flower.
Always flowers. If its not its a grower induced thing.
That's the thing that would cause it. Being off on lighting schedule.
Another thing could simply be you have a light leak on top of the extra hour.
Anyway. You have an issue and I see a possible reason.
Its always easier to point the finger. But remember when you point a finger 4 more are pointing right back at you.

Your still in veg. Definitely cut your light schedule to 12/12 or 11.5/12.5 & check back in a week or 2
