If by death panels you mean something like this: 'What I meant is that health care costs will have to be controlled, which will surely require having Medicare and Medicaid decide what they’re willing to pay for — not really death panels, of course, but consideration of medical effectiveness and, at some point, how much we’re willing to spend for extreme care.'
Then, yeah, there's no doubt that the guy is for death panels (or 'not really death panels')

death panels, as described by the RIGHT are: a beurocracy which decides which members of society they will euthanize, or let die off in the name of society.
that's not what's gonna happen.
