Seedlings off to a rough start. Help!

These seedlings are 2-3 weeks old and are just stunted. Purple in the leafs, some ends of leafs are yellow/brown and crispy. Ph of the soil is around 7 and water is the same. The soil i’m using is Amend mixed with soil i used last outdoor grow. Plants are under Vivosun 600w atleast 25 inches above plants for 24hrs. Help me out what do you think is causing my plants to grow insanely slow and look sick.
^ 2nd one was looking the best until leafs starting tacoing? Can’t be from heat tho because it’s quite cold in the room.
This one has white spots on leafs?
And have a few looking like this..?

what temperature are you running. They look cold. Pics 3&4 looks like maybe thrip damage.

I have these seedlings in my garage in the open. Temps at night get to low 40s outside so probably in the 50s? I don’t have any fancy setup to control humidity, temps etc . And for the thripes, i haven’t seen any bugs around and i sprayed them with neem oil a week or so ago

I know. California’s seasons are wacked. I’m just trying to start my plants indoor before i put them outside to veg more

Can you get one of those heating blankets? You can place it underneath. If it's too hot make some kind of separation. You can add a timer to maybe heat for half an hour every so often. Be careful to not overdo it

That would explain the slow growth and purple leaves. They’re petty young and in rough shape to be spraying them.
