Seeds have cracked open, but the roots not growing??

Now. I have 5 seeds. One has actually cracked open and it's taproot started growing and got long enough for me to place in a medium.

The thing is. I have 3 others, all which have cracked and are showing their tiny tap root, but it's been two days and they aren't really growing. Any ideas? Is something I'm doing wrong.

The paper towel is very saturated with some small standing water, it's in between two paper towels, covered by plates, and is sitting on my xbox to keep the plates semi warm.

O.k, yes it is damp not flooded. But wouldn't putting them in soil make little difference in this case, I mean if they aren't growing they aren't growing correct?
