Slow growth

Hello all, I've currently got a Barneys farm purple punch and a white widow. I'm using a Viparspectra p600 and light distance is 24in from canopy. I'm at week 5,at week 4 I gave 0.2 of Biobizz fish mix(I'm using Biobizz lightmix) and growth has slowed right down on both plants. I don't ph as it's organic soil but im at a loss. Any advice would be appreciated. Many thanks. WW on left PP on right and PP on its own.

Both in 4L pots, the widow on the left is sucking up the water and just been waterd every 4/5 days . The purp punch on right hasn't been waterd in 5 days, the top is drying but not the bottom(but not heavy wet).Both are stunted.
