ok..lets see if i cover almost everything...those lights are not near close to being what you need....light spectrum and wattage.the highest watt you will find at walmart type place is 23-26 true watts.and anything under 26 watts is usually a 2700k bulb.and always go by the amount of power it uses..which is its the equiv number..you have 2 main lights you want to use...2700k and 6500k..2700k is used in flowering and 6500k used for veg growth....too me anything under 250 watts as it comes to cfl's is pointless...you can grow with less then that...but you will get airy buds that wont get very dense....but like they said..get 3-4 42 watt bulbs..thats a decent start..just make sure you get 6500k bulbs for right now.you can get twin Y adapters to run 2 bulbs per socket if space is limited...have them mounted on their side...thats where most of the light comes from..or have them under a reflective hood....now for the soil/drainage...mg soil can work...most wont use it cause of the ferts thats in it...it burns seedlings which or more sensitive to nutes...and it lacks good drainage..it needs either sand and or perlite added to it..and maybe a little peat moss.can keep it in that for now...but id transplant it to other soil...or add a few things to make it drain better and get more oxygen to the roots.and if it dont drain right it can lead to root rot, fungus, and overwatering.as for the dying leaves...that can be due to too many ferts going into it...or the ph of your water.ph is one of the easiest things to overlook...def get a ph tester and test your water before you water it...and check the water that runs out the bottom when you water it.the salts that buildup in your soil can change your ph in the soil..your water could be at the right ph...but the soil could be way off....did i miss anything folks?

djruiner and fabfun are giving you good advice, as other members are, you should be able to find 42w bulbs at walmart. I picked up two 55w bulbs from there and i saw the 42's

If you can afford it get a couple of these bulbs http://www.1000bulbs.com/product/54683/FC80-11275.html they have a higher CRI rating than most CFL's. They have two color temps to choose, the 2700K and 5000K,which will will work just fine for the budding stage.
Here's some other bulbs to choose from http://www.1000bulbs.com/category/2-to-200-watt-cfl-compact-fluorescents/

CFL growing is expensive...Next grow I'm done with them!

the model number is 7020 E-GL...and i got drain holes in the bottom of it also...would the water problem be what is causing the leaves to turn brown and curve at the tips?
