Yes the pics are pooooooor quality so i can't positively say this...but does not look like mites (spots would be very small and frequent), this looks like white checking/flecking.... which would be thrips (small, but bigger than mites, whitish bug). they suck sap from the leaves and leave behind those white flecks, also they poop black dots on leaves... and they are a pain in the ass! Neem can treat the leaves for them, but the bugs reproduce in the soil so you need to get a soil treatment and follow the treating schedule which is usually once every 10 days, and do a min of 3 treatments. but like i said the pic is too hard to judge exactly what it is because it's so fuzzy
