So I think I have identified the bug as Thrips. A mosquito looking bastard. I catch a glimpse of one flying around once in a while. There were a few on my girls leaves... the very first leaf I looked at through a 100X pocket scope.. magnified it looked huge, and scared the shit out of me.
I have since done 2 neem + zero tolerance insecticidal soap sprays. And have seen no more thrips on my girls.
Closer inspection of my tobacco plant, reveals these eggs.

The good news, is they only seem to be paying attention to the tobacco plant. It is very attractive for some reason... maybe because it is so big?? The good news, the freshly hatched, and adult bugs are all DEAD. As soon as they hatch, and eat thier first meal... they dont go much further.
