The temps are 20-36 (55-100)... yeah pretty high.
Humidity 15-30%!!! can't keep it humid in there with the HID lamp on, I have 2 towels in there hanging up that I wet twice a day and they dry out by the next watering (about 2 litres a day evapourated)
It must be sucked out straight away
I have a 150mm (6") exhaust fan 6" intake (no fan) air is pulled from my sub floor which is very cold air... maybe dry air haven't checked humidity under there.
Lights. I have a 600w HPS currently about 2 feet from tops
I have 10 cfl's @ 6500k though I don't really use them anymore with the HID

I would definitely address your heat and cold problems, both of which will cause slow growth, slow maturity, and stress. Maybe try to not use the subfloor air during winter, or keep your exhaust fans on timers. I have the same problem with my subfloor passive air system right now.
As soon as the plants become larger, the humidity will go up to around 45%.
The easiest fix for your WHOLE room is to buy a Swamp Cooler. Bring your day temps down, humidity up, only use the exhaust and turn the intake into a passive system so your not flooding the room w cold air. Or just use timers for the fans. In any event, the swamp cooler is only like $200.
