What is the ideal veg conditions?

Right now ive been busy sorting out my flowering room so my veg room consists of a cupboard with some plants in it under a 150w blue spectrum fluoro and an oscillating fan inside...

I know its not ideal but it seems to work... what are the optimum temps and humidity for the veg cycle and what can i do to improve it?

i'd say ideal temps are 78 for the high and 68 for the low end.. a few degrees either way won't hurt.. as for rh.. anyway from 50/75% is good... if you have low humidity, you can get a humidifier from wallyworld for around thirty bucks.. i got a vicks brand one and it works great...
i just bought a t5 lamp for vegging for around one hudred fifty dollars or so... they work great for veg and clones and mother plants.. they put off very little heat and can be placed relatively close to your babies without hurting them....
