Probably put a 1/4'' - 1/2'' of water at the bottom.
Yes start light @ 24/7
Heat mat you dont need its totally up to you.
you could leave the dome on just mist the dome so you get high humidity in the dome in Veg state plants love the humidity but definitely start the light when ever it poked its head up .

If you don't have much money cheap fixtures for 26watt cfls can be made with extension cords, medium base Y's in triple configuration, eight inch stove pipe, double lamp sockets and a bunch of other junk you might just have laying around the house.

A hanging 4 light three "Y" 26watt CFL fixture puts out 7k L. which is not bad when you consider it's footprint and that the bulbs can be an inch from the plants.

2.2ga hydroton
tds meter
ph meter
12x 3" net pots
air pump w/ two air stones
18 gallon bin, reflective tape

going to buy some air hose

what size drill bit should i get for the 3" net pots? or should i just use my utility knife?
can you hook a water pump up to the air hoses or does that need a seperate hole and hose?

A utility knife will do it. If you can find a cheap pack of the hook razor blades those work amazing when cutting thru plastic.
