When should I start flowering?

Okay so I'm kind of at a dilemma here. I realized I don't exactly have a lot of room to continue growing my plants and I was wondering when would it be a good time to switch the old timer to 12/12? IMG00157-20120426-0859.jpgIMG00157-20120426-0859.jpg clockwise starting from the top left the plants are 8.2" 6.5" 5" and 4.1" respectively. They're also at their 10th, 6th, 5th, and 6th set of leaves they have started to grow resiliently on the lower brances I haven't topped them or anything of that nature and I just lined the edge of the container with tin foil this morning. I have a 75w Grow light and a 100w CFL that are my current lights(I feel these are not suitable for flowering so I may need suggestions for new lights). Its not the height or anything of that nature that's an issue, its the low profile I'm trying to go with and the not so good bulbs and not so adequate space I have. Currently these plants are all about 3 weeks to one month old the oldest being the top left and bottom right(still don't understand why its only 4.1 inches even though its the same age as the top left one which is 8.2 inches) Basically I just want to know when it would be a good time to flower, this is like my first actual grow that made it past the second set of leaves and these are beautiful white widow's any help would be much appreciated.
 
Also was wondering if topping is a good route to take if you're limited on space, need some expert opinions on this stuff, very inexperienced grower but I've learned a lot from just having these plants

usually u want to flip at a minimum of 12in.... but its totally up to u.

Topping or lst would help if u dont have alot of vertical space.

The vertical space isn't too much of an issue, its the horizontal, I have about 5' of vertical space but only about 1.5-2ft of horizontal space, would topping or lst help in that instance?

I flip after they show sex (5-6 wks) and usually a little longer, 7 or 8. That's all individual style, though- some go 12/12 from seed. If you top you can veg longer which will give you a much better crop in the end.If you're anxious just flip one and let the others go. But be sure to leave them until they're done!

I bought feminised seeds so I don't think I'll have to wait to see the sexes unless one goes hermie, but I'm not worried about that with proper timers in place. I'm considering topping the biggest two right now. Or at least the older ones then maybe the younger ones soon after
