Why is my 3 week old plant 4 3/4 of an inch tall?

My plant is only 25 days old from sprout, it is 4 3/4 inches tall. It started making leaves that only have one part on. Then the other 4 leaves are fan leaves that are forming. I'm wondering if it is a male plant, and if it's a female, how can I keep it short? I only have 4 ft of vertical to grow if that.

You can not tell male from female by anything but their reproductive organs. Leaves mean nothing. Males will produce pollen sacks, females will produce pistils (to put it simply).

If you want to keep it short, you can "top" or "fim" it (both are searchable terms here and on the Internet).
 
Definitely not enough light
At the beginning it was a little to far from the light, then when I got a new light that was closer, it wasn't bright enough. I got a new light over a week ago that is bright enough and close enough to the plant, and I do the 18/6 lighting.

order a real light dude. You’re wasting your time and a potential felony for the bowl pack you’re gonna produce sorry.

It's completely legal where I'm at, this is my first time growing, and I wanted to see what I can do with one plant for now, and then more once I get a good set up
Continue with your current process...don't listen to anyone who disses your setup...as I understand it you're looking to try your hand at growing then reassess...is that about right? Sounds like a solid plan. The plant is in a large pot and that's fine but I think if you pulled it from the soil you'd see the roots doing most of the growing far down, maybe even 8 to 10" deep. So that's what's happening. That plus it's stretching for more light.
Wait until the plant grows another three or so sets of leaves, it's too small to prune now, then top it. As far as sex its too soon to tell.

Thank you, and yes, I'm trying my hand at growing before I get an expensive set up. And I plan on stopping and pruning since I have to keep the plant on the smaller side instead of letting it get really tall.

If you’re going to do something do it semi proper instead of blah blah half assing bs. Do it right from the start.

your plant is going to be a 8 foot twig with your light.

Been legal here for a while to. At first I had the mind set that I have to do a single big grow so Ive only got plants 3 months out of the year. But I'm slowly realizing I can grow all year.
