I don't think incest should be legal, since children can result from such relationships; rather
it's not in most states.

The blood test was not to test for relatedness. It is only in the age of genome sequencing (i.e. now days) that one can tell relatedness with DNA.
Wow, I didn't realize they could tell relations via blood test back when I got married. I do remember the blood test.
Heinlein tackles this subject in many of his books, yes they're fiction, but much of it is based in real science. In his version of the future, genetics are used to determine if a couple are acceptable candidates for proliferation. While complete strangers might be horribly incompatible to safely have children, mother and son or father and daughter might have the proper genetics to improve the species.
However, we still lack the capability to do this accurately. The technology is still too young and we're still just guessing on several levels. I see such a thing as obtainable, but a slippery slope to tread, and scary in the wrong hands, as it is with many promising technologies. They always seem to be double-edged swords.
