Equal opportunities at education,jobs, healthcare and ending the drug war would be a good start at the problem for the civilian population. I did my turn. I just don't blame the COPs for societies problems. Police come into contact with criminals 100's of not 1000's of times a day & have to use their instincts & training to survive. mistakes are made. The fact that today criminals are so quick to shoot each other (60 in a weekend in Chicago) tells the police all they need to know about who they are dealing with.

I don't see prison guards killing inmates. Even when they have weapons. At least not often. There'd be an interesting stat. Who kills more police or prison guards. If police are at a higher rate that should tell you something. Since the guards have the worst of the worst already.
