Yes, the country was also experiencing a backlash against civil rights for brown people by fragile white people as they did in 2016. In fact, the black vote in the south was pretty much snuffed out in that election. Your home state, for instance, had very repressive laws and bureaucratic barriers to black voters in their states too. But really, the strength of the economy was the major factor in the 1972 election. The other factors that were in Nixon's favor, including Nixon's department of dirty tricks was all gravy.

Regulations are fitted to context so that they make sense. Remember fair and positive outcomes? The goal is to reduce harm and protect rights. It is not one-size-fits-all.
