Yes that point of view can not be argued , but once there in and set up then will come step two , it will be done on the pretense that its in the best interest of the public that only pharmaceutical grade can be produced and the standards will be so high that no one other than big pharma can make it , no more personal growing , no more caregivers and no more dispensary's , and then the price will increase to the point of current or past drug dealers prices .

The problem with big pharma is that they won't invest in anything they cannot protect ownership rights over. They cannot patent a plant that occurs naturally all around the globe. That is how/why we have gotten into this absurdity of MJ being placed on the Class I narcotic list to begin with Note: No profit = no medical use.

We still have to wait a month for the Board of Canvassers to accept that in GR the voters passed "decriminalization". As far as what I've read, they cannot revoke the bill, but only recount the votes and verify the validity.

CONTENT

card within five business days of approving an application or renewal (rather than within
five days.)
-- Provide that a registry ID card would expire two years, rather than one year, after it was
issued.
-- Authorize LARA to contract with a private entity to assist the Department in processing
and issuing registry ID cards.
-- Require LARA, within six months after the bill's effective date, to establish a review
panel that would review petitions to approve medical conditions or treatments for
addition to the Act's list of debilitating medical conditions for which a qualifying patient
may be issued a registry ID card.
-- Require the review panel to meet at least twice per year to review and make
recommendations to LARA concerning any submitted petitions that were completed and
included documentation required by administrative rule.
-- Require a majority of the review panel members to be licensed physicians.
-- Create the "Michigan Medical Marihuana Fund" and require all fees collected under the
Act to be deposited into the Fund.
-- Require LARA to spend money from the proposed Fund, upon appropriation, for the
operation and oversight of the Michigan medical marihuana program.

FISCAL IMPACT
The bill would have an indeterminate fiscal impact on the Department of Licensing and
Regulatory Affairs.
The bill would allow LARA to enter into a contract with a private contractor to assist with
processing and issuing identification cards. In 2010, the Department of Community Health
(DCH) performed a study that concluded that using a contractor for these services would
not be likely to save any money. The DCH report concluded that the costs of outsourcing
the processing and issuance portions of the medical marihuana program (MMP) would
exceed the savings by approximately $200,000 to $1.2 million. Since the bill would merely
allow LARA to enter into a contract for assistance with processing and issuance of
identification cards, this provision of the bill would likely produce no additional costs, but
could generate some savings, if the DCH estimates are not correct.

It is interesting is says nothing about being the final amendment, nor does it say anything close to stating other amendments previously added are no longer applicable.

I also find it interesting they want to defund the program as well as allow LARA to contract out services, which was already Proven as noted, would INCREASE THE COST of the program. SO they are increasing the cost, and eliminating the funds. How long before its running a deficit and will be touted as a BOON on the neck of the Michigan Taxpayer.

As to outsourcing, that was big when the department was running 6-9 months behind getting the cards out, but the purchase of a new printer allowed them to catch up.

The majority of the other doom and gloom is just old information brought up to cloud the current issues that are actually on the table.

I understand they told us all, those are not up for vote, but you know as well as I do, these Repuklicants will slide in one amendment with all desired changes, a minute prior to the vote, and it ll get ram rodded through and then voted for Immediate Effect, like they have done at every corner in the last 2 years.
